Noticed this message in the TriggeredSoundToGlobalController w/ Live Override prototype and hovered over it to investigate only to find the description missing. Is this a Capytalk message? I'm guessing it has something to do with when a Sound To Global Controller is self-referencing?

Yes, you are correct!
Since a Capytalk expression is evaluated any time one of its arguments changes value, this particular expression would get into a race condition by updating !Value (since !Value is also one of its arguments).
